Bauchi State’s Natural Resources Sector: Two Years Of Transformation

In the past two years, Bauchi State has undergone a remarkable transformation in its natural resources sector, driven by visionary leadership and strategic reforms.
At the forefront of this change is Governor Bala Abdulkadir Mohammed and his dynamic Commissioner for Natural Resources Development, Hon. Muhammad Maiwada Bello. Appointed in August 2023, Commissioner Bello has brought a new level of expertise and commitment to the sector, redefining subnational resource governance in Nigeria.
Under Commissioner Bello’s leadership, the Ministry has implemented key policy reforms, including a new mining consent letter policy, which has streamlined the process for investors and increased revenue generation. The state has also attracted significant investments, including agreements with international companies from China and India, worth over $2 billion. These partnerships are expected to create thousands of jobs and transform the state’s economy.
Kaura Mineral Processing and Buying Centre: A revolutionary project aimed at enhancing mineral trading and processing in the state, providing a structured market for minerals, ensuring transparency and fair pricing.
Bauchi Oil and Gas Academy: Established to train youth in various skill acquisition programs, enabling them to access opportunities in the oil and gas industry.
Local Cement Manufacturing Expansion: Partnerships with local and foreign companies to expand cement production, strengthen Bauchi’s position as a leading cement producer in Nigeria, and create thousands of jobs.

The transformation of the natural resources sector has had a significant impact on Bauchi State’s economy, attracting investments, creating jobs, and increasing revenue generation.

The Bauchi model, driven by Governor Mohammed’s leadership and Commissioner Bello’s expertise, has become a benchmark for sustainable development in Nigeria’s natural resources sector. As stakeholders across the country and continent pay close attention to Bauchi’s progress, the state’s experience offers valuable lessons in effective governance, strategic partnerships, and investment attraction.
With its rich mineral resources, including tin, columbite, gold, gypsum, limestone, and granite, Bauchi State is poised for continued growth and development. The state’s commitment to harnessing its natural resources for economic growth and human capital development is a testament to its potential for a brighter future.
Hon. Muhammad Maiwada Bello, Commissioner for Natural Resources Development, has praised Governor Bala Abdulkadir Mohammed’s leadership, saying it has inspired a new generation of public servants to think big and deliver results.
Under the governor’s guidance, the natural resources sector has attracted significant investments, becoming a hub for billion-dollar projects and long-term development initiatives. Speaking during a live broadcast at Bauchi Radio Corporation (BRC), Hon. Bello highlighted the sector’s remarkable progress.
The Ministry has achieved several milestones under Hon. Bello’s leadership, including a successful two-week mineral exploration training workshop in April 2025. The workshop modernized mineral exploration techniques across the state, benefiting staff from the Ministry and the Bauchi Mining Company (BAMSEL). To support these efforts, the state government invested in advanced tools and deployed four operational vehicles to enhance the Ministry’s operations.
The acquisition of a permanent premises for the Ministry has further solidified these gains. Hon. Bello’s presentation was part of “The Scorecard” program, a tenure report aimed at engaging citizens and documenting feedback. The event was broadcast live on seven radio and television stations, as well as numerous social media platforms, demonstrating the government’s commitment to transparency and accountability.
A payroll accountability reform has also been implemented, ensuring transparency and productivity. The Bauchi Oil & Gas Academy, established under Governor Bala Mohammed’s vision, has become a leading technical institution in Northern Nigeria, offering NBTE-accredited courses and partnering with firms like Petro-Edu. Over 530 students have graduated from the academy, and multimillion-naira equipment has been provided.
The Ministry has introduced several groundbreaking reforms, including the Mining Consent Letter Policy, which centralizes consent issuance and enhances security and revenue collection. Efforts are also underway to formalize artisanal mining activities, with the documentation of mineral vendors and operators, and the introduction of clearance requirements. Hon. Bello has engaged a consulting firm to formalize informal miners, aiming to generate employment, increase revenue, and mitigate environmental and security risks. The construction of BOGAA’s permanent campus, valued at over ₦6 billion, is ongoing, further solidifying the state’s commitment to human capacity development and economic growth.
Under Hon. Muhammad Maiwada Bello’s leadership, over 100 mining companies have been formally registered, creating a safer operating environment and boosting revenue collection from zero to millions of Naira monthly. A joint venture with an Indian entity has been established, and the Ministry has attracted over $2 billion in confirmed investments, including a $50 million Rare Earth Elements factory and a $1.5 billion cement factory. These projects are expected to create thousands of jobs, place Bauchi on the global map, and drive economic growth. The Ministry has also prioritized public enlightenment, organizing sensitization workshops and formalizing artisanal mining activities.
These efforts have earned Bauchi recognition as a rising model for natural resource development in Africa, with Governor Mohammed and Commissioner Bello praised for their visionary leadership and strategic approach.
